A man with multiple gunshot wounds is wheeled into the emergency room at the al-Kadisia hospital in Sadr City. The neighborhood is a vast slum of 3 million Shiite Muslims, long oppressed and marginalized by Saddam's regime. The area is a hotbed for the insecurity and violence that has thrived with the absence of authority in the country.
